International agreements

The Images et Réseaux cluster maintains and develops relationships with clusters of the same kind in Europe and across the world.

By maintaining long-term international relationships we open up opportunities for accessing new markets, setting up of new companies in our regions and developing technological cooperation. The Images et Réseaux cluster is currently pursuing a proactive policy with a series of contact meetings planned in 2010, while not ruling out other possible avenues of cooperation.

On 30 September 2009, the Vindeira cluster, from Galicia, and the Images et Réseaux cluster have made official their relationship by signing a Memorandum of Understanding. This agreement intends to enforce innovation and R&D capabilities of Bretagne, Pays de la Loire and Galicia regions in the field of Information and Communication Technologies. In particular, it sets out to increase communication between academic and industrial members of both parties, and to put up common R&D projects.

Created in 2006, Vindeira is an ICT technology platform which aims at developing the ICT industry in Galicia and works out a strategy to foster its competitiveness. Vindeira gathers more than one hundred members: companies, company associations, research groups and technology centers. Its operations are structured around 12 working groups, which themes are close to those of the Images et Réseaux cluster: mobile applications, computer technologies, radio technologies, interactive digital TV, ambient intelligence, health IT, etc.


On 27 March 2009, the Images et Réseaux cluster signed a Memorandum of Understanding with CINTEL, a Colombian telecommunications research centre. The signature was sponsored by two personalities. For France it was Anne-Marie Idrac, Secretary of State responsible for International Trade and for Colombia it was Maria del Rosario Guerra, Minister of communications.

The agreement set out three directions for research work that have yet to be worked out in detail : training, research and development, participation in several events both in France and Colombia.

Several meetings have been planned for 2009, one in Bogota in July, a visit by CINTEL to Saint-Malo for the NEM Summit in September, and then to Andicom 2009 in Cartegenas de Indias, in Colombia, in October.


The Images et Réseaux cluster, represented by its Vice-President Jean-Dominique Meunier, and the Yokosuka Research Park (YRP), devoted to mobile telecommunications, signed a Memory of Understanding at the end of July 2007. This agreement commits the two parties to cooperate and encourage relations between companies by means of technological or sales partnerships. The signing of the MoU took place in the context of a mission organized in partnership with Bretagne International.

The Yokosuka Research Park comprises 80 actors, companies or research laboratories, which are among the biggest in the mobile telecommunications industry. It is located in the hills near Yokosuka, a large port, south of Tokyo.

The Bretagne region will host, in 2011, the annual mobile telecommunications symposium supported by the YRP. The WPMC (Wireless Personal Multimedia Communications)  event is held in a different country every year. Il will then be held in Brest in 2011.
