Balance and efficiency

The Images et Réseaux cluster is an association. To ensure it runs smoothly it has an organization that guarantees balanced decision-making and operational efficiency.

The Images et Réseaux cluster's legal status is that of an association, and its registered office is in Lannion, in western France. Its members are corporate entities– companies, research centres and educational establishments– in the media and networks fields.

The association's statutes stipulate that there should be a balanced representation of members within the Board of Directors and the existence of two committees of experts responsible for giving opinions, and making proposals and recommendations.
 

Images et Réseaux relies on a sound base of members including large companies, higher education bodies / research centers, and SMEs

 

At the end of 2009, the cluster had approximately 200 members divided into three colleges:

  • College 1 made up of large companies with more than 250 employees, and their affiliates.
  • College 2 comprised of research bodies and higher education establishments.
  • College 3 including small and medium sized companies.

Meito (Mission pour l'Électronique, l'Informatique et les Télécommunications de l'Ouest) is an ex-officio member.
The members meet twice a year at a General Meeting where, among other matters, they elect the representatives on the Board of Directors. Each college is represented according to proportions defined in the association's statutes.

The Board of directors is made up of 16 members comprising of:

  • 6 members from college 1.
  • 5 members from college 2.
  • 4 members from college 3.
  • 1 member representing Meito.

The Board of directors delegates the implementation and monitoring of its decisions to the Executive committee.


The CSV is made up of nearly thirty scientific and technical experts, representing the different disciplines in the fields of media and networks. They are appointed, in their individual capacity, for their proven expertise. They are taken from the three colleges and for each of the cluster's major themes.

The CSV has, in particular, the role of studying projects submitted to be considered for labelling. Once their application has been considered and the project proposer has been interviewed, the CSV makes its recommendation to the Board of directors who is responsible for awarding the label.

The CSV also makes proposals regarding the strategic direction of the cluster and the action required for implementation, such as calls for projects.


The CSE is made up of personalities who are authorities in their respective disciplines. They do not have to be members of the association. They monitor the action of the Cluster and perform internal assessments of its performance.

The CSE proceeds by means of investigations which are recorded in detailed reports and then submitted to the Board of directors. These reports contain recommendations for actions or changes in orientation in order to improve the operation of the Cluster.


Each research and development theme is linked to a CTA that is responsible for its organization. Each CTA reports on the results of projects related to their theme, the progress made and any shortcomings. It organises thematic evenings open to the public to take stock of technological advances and developments that can be foreseen in the short and medium terms.

The Images et Réseaux cluster is organizing theme days open to the public to take stock of the technological advances and foreseeable evolutions in the short and medium term. These theme days are run by professionals and scientists who are renowned for their expertise. They are to be held in several venues. Each day is organized in close partnership with one of the technology parks in the area, selected for its close interest in the particular theme.


The Comfi deals principally with the funding of projects and occasionally with the financing of the cluster's operations.
The Comfi is made up of:

  • Representatives of the French State.
  • Representatives of local authorities.
  • Representatives of the Images et Réseaux cluster's Board of directors and of the permanent staff.

The Comfi meets in particular to report on the financing of project applications made in response to calls for projects.
