Context:
The Lisbon strategy and its aim of making "Europe, by 2010, the most competitive and the most dynamic knowledge-based economy in the world" and the Barcelona objectives of raising spending on research and innovation in the EU to 3% of Community GDP (with two thirds coming from the private sector) have placed Community policy in favor of research and development at the heart of the EU's political agenda.
The EU framework programs for research and technological development are the main instruments used by the Commission to contribute to the financing of European research.
