The Media and Networks global Competitiveness Cluster was founded by a group of partners from industry and higher education and research establishments which, together with the Regional Council of Brittany, responded to the national call for applications launched by the government at the end of 2004.
The founders:
- From industry: Alcatel, France Télécom, TDF, TF1 avec TV Breizh, Thales, Thomson
- Research establishments and higher education establishments: CNRS, ENST Bretagne/GET, INRIA, Supelec, University of Rennes 1
- MEITO
The members of the Media and Networks cluster now number more than 90 SMEs, more than 20 members from academia and more than 10 large companies.

The partners in the network, defined by agreements that are currently being formulated as required, are the technopoles of Brittany and Pays de la Loire, ARDE Bretagne (the Brittany Agency for Regional Economic Development), MEITO which acts as a conduit and supports the actions and management of the cluster, plus the DRIRE (Regional Committees on Industry, Research and the Environment), the Regional Councils and Local Councils as well as joint ventures between local authorities acting as funding agents.
